The short answer
Nahar Ghat and Siddh ki Gufa: what visitors should know first
Go if you can manage steep steps and the river is low. The ghats hold some of the best rock carvings at Deogarh. In the monsoon the steps are dangerous; see them from the top or return another season.
History and context
The story behind Nahar Ghat and Siddh ki Gufa
Wikipedia describes three stone-stepped ghats leading from the fort to the Betwa, Nahar Ghat, Rajghat and the one near the Siddh ki Ghufa, and says the cliffs hold Gupta-era sculptures and inscriptions.
A descendant of Kirtivarman, Viravarman, recorded in an inscription the construction of steps on the Betwa banks, according to Wikipedia's article on Kirttivarman.

Why it matters
Why Nahar Ghat and Siddh ki Gufa is worth your time
The ghats let the cliff itself serve as a gallery, with sculpture carved straight into the rock face above the river. An inscription at Rajghati calls the fort Kirtigiri, linking the place to the Chandela king Kirtivarman.
The carvings are among the oldest at Deogarh and offer a counterpoint to the built temples above.
They are also the part of Deogarh closest to the river and the forest. After the stone of the fort, the water, cliff and cave give the site a different, quieter mood, and show why the place was chosen for worship in the first place.

How to experience it
Approach from the fort and descend only in dry weather, with sturdy shoes. Three stone-stepped ghats lead to the river: Nahar Ghat, Rajghat and the one near Siddh ki Gufa. Nahar Ghat is considered the richest in carvings.
The cliff walls hold sculpted icons, including Surya holding lotuses, the Saptamatrikas and Shiva lingas, along with an inscription. The Siddh ki Gufa is a cave shrine beside a Mahishasuramardini image. Wikipedia dates the Matrika statues at Nahar and Rajghat to around the 6th century.
In the monsoon the river rises to the bottom of the steps and water pours down the cliffs, making the steps dangerous. Choose a dry morning and keep a firm hold on rails and companions.
