The short answer

When to go to Kalpa

The best windows are April to June and September to October. May and September to October offer the clearest views of Kinner Kailash and open stays, with April adding apple blossom. Winter from December to March is cold and snowy, with mean daytime highs below 10 degrees, and the HPTDC hotel is closed. July and August are drier than lower Himachal, but landslides can delay the NH5 approach. For older travellers, the shoulder months of May and late September are the most comfortable.
